If you take that power away, and call their bluff, they'll calm down.You could tell her you're going to start having monthly spraying done, but if she's not happy she's welcome to move out in 30 days.  

But, my point was mainly to come back at the tenant and call his bluff, letting him know he could actually end up owing you more money for damage he caused by not letting you know about a problem.

I learned to call bluffs, too.

You'd be better off than just letting someone bluff you. 

If you know the law, it will not only save you a bunch of money on lawyers, but nobody can bluff or BS you.
