Start by evaluating your current financial position, setting clear objectives, and focusing on strong rental demand, population growth, and economic stability.

Rarely does it make sense to file a claim where a monetary collection objective exists unless there's insurance proceeds potentially waiting for you at the end of the tunnel.

But then I bought my four unit building in the Twin Cities, and partially due to time of year, and partially due to schedule, I called them in after our fall rehab was done, and they have done a great job getting me tenants....and they warranty them for six months.  

Long story short, I concur that you should look at other cheaper markets that do not fluctuate as greatly in appreciate/depreciation as San Diego but have good cash on cash returns for your objectives.

Remember, no system is perfect, so avoid the temptation of constantly chasing after the next shiny object.

Without hearing the conversation its often hard to gauge the objective...she could be fishing for you to pay, she could be venting, she could be complaining thinking you could do something, or she could just be making conversation...who knows!
