Without any details on how much PAL, stamps and any other fees... it seems about right.

I'm not a lawyer, but my understanding is:Typically a date stamp on a USPS letter is considered the date of service.If rent is mailed in via USPS and postmarked on the first it is on time even though you may not receive it until a few days later.

But, the plans will need to be stamped.
