For DSCR, it's usually slightly higher than the conventional route due to it only looks how well the subject property rental performs + credit vs conventional where it requires credit, income, assets to be reviewed.

While investing locally is usually the easiest route, SoCal can be challenging with high entry costs and competition (though it’s definitely doable!). 

If you don't have the time and are unable to make the effort then passively investing is a great route if you have the right team in place.

Many find a better route is building a fortress of insurance coverage.

If I were to go this route I would clearly identify each of these risks individually, understand how the Govt would potentially challenge each of them and then assess in your particular fact pattern how you would effectively rebut a challenge to each.
