To what degree do you want to Scale or not, that will help determine the type of investment.With your situation I would skip trying to scale up in housing or MFH.

With the lack of housing and the cost of everything going up, more moderate practical housing spaces might be a thought. 

But I'm gathering that this may be a fools errand if the house is not appreciating.

When I did my first house hack, I used a 5% down conventional because I was in a similar situation to you.  

Housing costs continue to be a major contributor to inflation, with shelter prices rising 0.6% in January, keeping pressure on affordability.Despite these inflationary trends, the Federal Reserve is not raising rates and is keeping its benchmark interest rate steady at 4.25% to 4.50%.

Because of the neighborhood and the historic appeal of the house & apartment, LVP could diminish the appeal, believe it or or not. 

Especially as the state cries for more housing.

The only reason I recommend focusing on a couple neighborhoods, is because house hacking entails buying in a neighborhood you want to live in.
