COVID legislation is going to continue to provide a lot of opportunities going forward; the biggest opportunities based on market trends; dialogues to get conversations started; etcIn fact, lately, we've seen a bunch of sellers across the DMV who do not want to list their property formally, but do have tenants in place... also, very tricky with COVID, depending on the jurisdiction. 

And open the dialogue for those interested to communicate and network.

Perhaps a dialogue of what you are planning and what your expectations are will quell the worry and disobeying of park rules on skirting and such.

Even though you were transparent and laid out all of their options for them I think you would have to find some way to get an independent 3rd party involved in the dialogue in order to more fully protect yourself against this.
