If you have a 20A circuits and room in your panel you can put in a double pole breaker and run some 2500 electric baseboard on 220V.

Can definitely be a deal breaker or renegotiating point.

It also depends on the kind of financing you have that will determine what may be a potential deal breaker, ie: if  you have an FHA loan and the house inspection comes back with multiple areas of chipping paint and the seller doesn't want to fix the issues.

if the numbers work it shouldn't be a deal breaker, get a mold abatement company In for quotes to remediate, plan on waterproofing the exterior basement walls and adding heat to the basement if you plan on doing anything with it

Negative - prime plus 1.5% is much higher than what I am used to getting for clients.Prime plus 1.5% might be a deal breaker in my mind. 

Would you mind elaborating on what factors in condition you would consider deal-breakers?

The most prevalent housing stock is 50+ years old and there are lots of fused circuits that need upgrades. 

I doubt that this frame would be a deal breaker.
