The goal is to get them out asap and then have a locksmith on the premises the second the eviction is enforced.You're almost done...it will never happen to you again. 

If you’re local you could also offer to arrange for a locksmith to come out and mail them the key after you inspect the inside. 

The HOA manager turned the water off, I spent 4 hours calling not only the emergency maintenance line for my PM but when I failed to get a clear time line of when they would arrive hired a locksmith to unlock the unit and a water mitigation company to come.

They can be easily re-keyed in seconds, eliminating the need to hire a lock smith to change your locks.

Use onsite lockbox as emergency backup - hire locksmith to install. 

Can we call a locksmith to remove the lock she put out?

@Toan Hoang in my experience, most emergency calls are for loss of heat,water leaks, and lockouts.Lockouts are easy: tell tenants they will have to call a locksmith or place a lockbox on the property but only give out the code in an emergency.The others could be handled by the plumber.
