However, as I walk down the street in my city, I see tons of retail businesses that definitely do not comply. 

I checked the city's website and the plots fall into their "Low Density Neighborhood" district.

Then again, curb appeal doesn't matter as much in the inner-city parts of my market - more so in the suburbs.Lastly, if a property is newly built/renovated, 'neutral' may not be the best route.

I'm not counting those since I don't manage them, but I typically avoid cities and states with laws antagonistic to landlords.

I have a few I can recommend as well, for the city and suburbs.

An analysis of the data also shows that the city north of Austin grew 10.6% year-over-year, making it the fastest-growing city of at least 50,000 people.

But I like the idea of Rochester or another similar city for my next property.
