In my area garbage and sewer are the most common but in other places it might include water or even electricity.

Another example of this is how many of what you think are the "nice" hotels with the big names have really nice lobbies and bar/restaurant areas, and then you get up to the room and they are complete garbage.

The mobile home park is on city water, connects to city sewer, and tenants pay all of their utilities, water, electric, garbage, etc.The value add is to slowly bring in a couple units a year and rent them out or rent to own/owner finance, and bring up rents from $260/unit up to $300/unit.

The pictures could use some work as well -- not level, dark, odd angles, move the garbage cans out of the shot. 

Now he’s garbage. 30 days late on both projects, a month late on the roof installation, I got fined by the city for the lawn getting out of control after he sent me photos saying he fixed it but left out he only had the front of the lawn fixed, and not the back.

This article talks about the approach to tenant hoarding under the Fair Housing Act and you may find is very helpful.In terms of safety and sanitation, waste must be disposed of in a timely manner, garbage must be properly stored, nothing can block safe egress, no storing of large amounts of material near stoves or heaters, no blocking of equipment that might need to be accessed for repair or maintenance, etc.

All the numbers I ran do not seem to allow me to cash flow much with that sale price and interest rate when factoring in insurance($150/m), garbage ($150), prop mgmt(8%), capx (5%), vacancy (5%)
