Hi...I'm new as well and don't do notes (per se), but I have a recommendation (actually, my cousin) in New Jersey. 

The area isn't bad, per se (doesn't appear to be a lot of crime).

IRC Sec 469 generally characterizes rental real estate as per se passive under IRC Sec 469(c)(2).If the taxpayer is able to qualify as a real estate professional under IRC Sec 469(c)(7)(B), IRC Sec 469(c)(7)(A) allows the taxpayer to apply a material participation test to his/her rental real estate activities for a passive / non-passive determination. 

Lots of good REI opportunities in SE CT. 

You don't pay SE (SS/Medicare) taxes on passive (rental) income or capital gains income.

I’d check out the SE or SW as those are more established areas.

Not a major issue, per se, but a convenience.I think what you will ultimately find though is that no matter the calculator/model you are using, the art comes in the actually assumptions you are making.  

I believe it was an 8 unit at the SE corner of W Grand Blvd and Howard, on the other side of Mexicantown from you.

We live in SE CBus and manage our own rentals, so we focus our investing on SE side too.
