Look at your market individually and see what the fundamentals are doing there and act accordingly.

With so much talk of multifamily investing, demand has been high for 2-4 units with only properties having fundamental problems still sitting on the market - either structural issues, undesirable location or seller not willing to budge on asking. 

The fundamental issue in Detroit is that the city is way too large for its present population.
