This is a big-ticket asbestos remediation issue if, again, that octopus arrangement is down there and there are open ducts in the floors throughout the building.

Even if I were to pay or help cover the cost of remediation in the home, it would likely re-occur due to source being the neighbor.

There is no money for demolition or mold remediation. 

Get details on what the plumber thinks is the issue, remedy, and cost.

This would give inspectors an idea of what previous work or remediation was done on a property and verify the work resolved issue, was done correctly, safely, etc. 

I took the gamble that possible mold remediation in the basement and structural deficiences wouldn't be a greater than $75k issue. 

Tenants may pursue this remedy in court.

Not that we allow smoking of any kind in our units, but tenants break rules, and I've never had a problem with lingering weed smoke, whereas cigarettes can seriously harm a unit to point you need to put thousands of dollars into remediating the smell.

The final deal was 163000 with 3 in closing from seller and $5000 worth of foundation and mold remediation in crawl space done by seller.

@Rich Hupper I’m not sure about the specifics of enforcement, but once contamination is found the property owner is responsible for remediation.
