The property manager can make or break you, it has to be a PM that is working in that space and is comfortable there.I agree with earlier comments to look in the front and back yards to see how many old cars, abandoned junk, or treasures that aren't treasures are piling up. 

These currently aren't fancy units.- Value add - When building additional units, what steps should be taken to determine how many can be built?

What about tenants that don't have smart phones or  aren't comfortable using mobile apps? 

People just aren't applying for loans. 

Pics go a long way with any listing so I wonder if that’s why most of those listings aren’t getting the premium.

This is yet another tale of a building inspector who feels the need to assert his authority by constantly reminding everyone, "I am the Inspector." 

If someone reports them a moderator is more likely to notice it and act but within the forums those kinds of threads aren't supposed to be there. 

I would highly recommend contacting local housing authorities and advertising on their suggested platforms if you haven't done so already.

Better yet, accept the fact that there are always going to be the poor, and a good number of these people - especially in class-movable societies like the US - are going to be there because they aren't motivated enough to do anything further. 

But the ones that aren't stopped right away and get a head on them, when close to an urban area, with wind like this, will cause extreme devastation.
