You have to have running water, working plumbing, doors that lock, a heat source, a stove, no adverse conditions that would be harmful to health (mold, vermin, etc.)

I would say that human nature tells us that although this is certainly possible, it is putting someone in a position of power which in turn puts them in a position of temptation and potentially harming a lot of others in the community.On another note, this sounds quite similar to many Communal Living situations that I think try to achieve sort of what your describing (minus the ability to relocate easily).

I have had electric baseboard installed and that seems to have resolved the issue.That code is that he referenced I think is here: https://codes.iccsafe.org/s/IB...The fact that the tenants can do things that cause the temp to drop is the part where the the property manager will grow grey hairs because the tenants can cause serious harm to the manager here.
