The guy is probably a drug addict, spent all his money, the utilities are probably in the dads name, and so the dad is trying to cut his losses too, so moved all the sons stuff out.

I just googled: landlord fined for not taking section 8And found several headlines from Mass and NY where landlords were fined.It's unbelievable that the Federal Government can force a landlord to enter into a one side contract that is detrimental to the landlord, places him/her at a disadvantage of being able to enforce while adding an additional risk, burden of paperwork and accountability without remuneration.
