You stated you're picking it up after work including the late fee then say a credit card company will waive the fee.....why do you need to pick it up if it's being paid by cc?

Then you say “A question was brought to a board meeting during the past year about why we don't sanction Air Bnbs and weekend rentals and the board provided many valid reasons as to how the community would not benefit from such.” this sounds like STR aren’t sanctioned.
