The more you mix the types the harder it is to use past history to demonstrate intent.  

Do you have conclusive and specific details to demonstrate the cause of the damage?

The specific location had demonstrated that on average, the rents move up around 5% per year for the last 30 years.Property B is in a city that never really appreciates but has stable rents over the last 30 years.Property C is a Mobile Home.

The issue as @Paul Allen said is "are you treating it as investment and can you demonstrate that. 

I think it would come down to if the tenant demonstrated negligence in the matter. 

Im curious to see how this regulation will be followed through, who is enforcing this regulation, and just the overall effectiveness of the law.They say the law is meant to prohibit “knowingly make any substantial misrepresentations, make any false promises, untruthfully advertise, or engage in any conduct which demonstrates bad faith, dishonesty, untrustworthiness, or incompetency.” but I'm struggling to see how this will be enforced if the majority of the transactions happen outside the public eye.I want to hear everyones thoughts on will this be successful.

It's great if tenants are independent but as you've demonstrated here...it's good that they also know their (and our preferred) limits.

Why not give up your expensive hobbies to demonstrate commitment to responsible investing?

Most lenders need 2 year demonstrated history on tax returns to be able to use it to qualify so don't slow yourself down if you are looking to scale faster.
