Obviously, it only works where there is high demand - so you have to monitor for trespassing parkers.  

But to both of you, or anyone else monitoring this thread, how do you address it with the tenant when you don't give them the benefit of the doubt with a repair matter?

As you can see, with a tenant in the condo, the landlord is monitored constantly.

Sometimes contractors monitor that site for work.Sadly the most competition you might find would be from other solutions rather than other contractors doing the same work. 

And if this solution does not work, let them know you will explore monitoring, fines, etc.

At most you could fault them for not keeping you apprised, but then again shouldn't you or your property manager have been monitoring the property.
