I attended an HBCU-Lemoyne-Owen College in the middle of for lack of better words the hood/ghetto 1997-2001 right across the street from the projects Lemoyne Owen Gardens.

The property is from 1973, Garden/Low-Rise.

I live close to Ednor Gardens and have noticed rents going up quite a bit there. 

In a high-rise higher is better - it could be mixed for garden condos if their are a lot of stairs. 

They may have enough votes to pass state law, but they don't control local governments.I'm in a town of 60,000 and we've got a brand new Coles, a brand new Olive Garden, and several brand new restaurants and small business that aren't chains, including an enormous sporting goods warehouse.
