Make sure there's no environmental issues. 

If not, I think I would at least do that and put the trust in the environmental experts.

River in Decatur have polluted the water so badly that it smells terrible and you can’t eat the fish from the River.

It almost feels like I am out trying to get a loan;(   Ultimately, I am the customer and it is been a great experience when treated like one, I am pretty sure that since I am paying all the fees, points, environmental, appraisals- this puts me the position of "Customer"  most banks do not realize this and instead treat you like they are doing you a favor for even letting you apply.  

Things like Pollution Exclusion could impact the claim during rehab.  

Is a phase1 environmental report and survey being provided? 

Next thing you know you’ll be tryin to poop in the woods without an environmental study. :-)

They’re more expensive and slower but you can advertise it as more environmentally friendly (genuinely).

For some reason this home wasn't selling & we were assuming light pollution from a near by college could be why.

(my background: been doing wetland delineations and permitting in the gulf coast states for 10 years)I'd recommend you contact a local environmental consultant on that one.
