what I find interesting after  looking at some of these websites, is that most of the homeless are NOT chronically homeless.... 

You might not care about your own health figuring you can beat it, and maybe you can but while you are sick and are asymptomatic, or have mild symptoms you can spread the virus, putting other people at risk, the same way you would put them at risk carelessly driving / or excessively speeding.37 million Americans live with a chronic lung disease 70 million adults in U.S. are obese34.2 million Americans have diabetes.Just these 3 conditions alone equate to HALF the population of the US, and that's not counting the elderly. 

There's a big difference between someone with bad luck and a chronic complainer.

I have worked with many chronically homeless and mentally ill and this is exactly the problem I saw. 

I had the same problem with some of my units, where the tenants were chronically late on the rent. 

Tenant hadn't paid any Aug rent and previous owner told me he is a chronic late payer.

One house has been chronically behind, another two usually pay mid month (by arrangement).

It's a major city with a growing population, increasing foreign investment and a chronic lack of supply.
