Owning a house entails major risks: high repair costs, drop in value, etc.

Capital is an easy way to bring value, but it also could entail answering phones, putting up bandit signs, mailing postcards/direct mail, or whatever they need.

What does managing entail?

I'm wondering how much rehab costs this would entail, and also how much of a hassle it is to deal with zoning regulations.

It does not go into specifics as to what this entails.

I think it's going to take some time and experience for me to grasp what this entails and exactly how I can do this based off of the resources I have available.
