We have security systems in most of our property’s to offer consumers, security monitoring with professional monitoring services and automation options....but no cameras on any systems with tenants.

I'm not sure what a landlord can do with a "packrat" tenant (except possibly not renew the lease when the time comes) but monitoring her behavior may help. 

I could install thermostats that can be controlled via an App on my phone to monitor the heat setting.. does anyone do this?

I have learned many investors do not follow the ordinance because the monitoring/tracking controls lack resource.

., and after getting close to maxxing them out (about 25% of available credit utilized because many of my other cards are 0 balance), having never missed a payment, my credit score has dropped from like 825 to 655 according to those free credit monitoring programs.

Remember if you hire anyone, put time is of the essence in your contract with a finish date and have someone monitor the work and use of your materials.
