The gas cannot be turned on until the water and electric is on and so the best laid plans and deadlines were derailed.  

Some states will not allow a landlord to charge for clean up services they themselves provide.The most important issue is to provide your tenant with the require documentation regarding the status of their deposit within your states deadlines. 

Be firm with your deadlines for another couple months, and if issues continue, the change in landlord will probably always be too much for her to handle.

Is a deadline defined in the loan agreement?  

Write down the contract deadlines in your own calendar and make sure you follow them.
