Now, it the work doesn't require a permit in the area in question, say painting or countertops, then you can do the work yourself.

We redid every kitchen (Home Depot cabinets and counter tops), refinished all the old hardwood floors added new blinds in all the 2/1's.

Some older homes still have only one wall receptacle in the bedrooms and some don't have even one receptacle on kitchen countertops near the kitchen sink.I would seriously need to see the property, but if you are only getting $1200 per month for rent even if the house is in fair condition you are cutting your profits super close because the $1200 is super low even if the house is in excellent condition because when a tenant moves from a house the cost to clean the house, paint, make repairs and there is always some major costs like you need new kitchen counter tops, or you need to replace the stove, or refrigerator, or a dispose, or some sinks are cracked and chipped and you need to trim trees and shrubs and the list goes on and on.

@Kevin Phu the home I purchased is well kept nothing to do except eventually change the linoleum flooring and laminate countertops, half the garage was converted to an office (permit was used), and they have an over the range microwave, were I just have an exhaust fan.

You can save a TON of money on things like faucets, sinks, countertops, light fixtures, doors etc by looking online or finding discount or clearance stores.

my first rehab took all summer while i was in college...actually into fall semester, i still was washing dishes out of my bahttub bc i didn't have a countertop in the kitchen....i paid too much for the house, overdid some of the rehab, used the wrong contractors (read cheap, but not professional)..i still have it as a rental, but man did i learn a lot over there!
