Let me make sure that I understand... ...if it is a licensed contractor I just 1099 them (yet, my understanding is that if they are incorporated I'm not required to 1099 them)....if they aren't licensed and don't have their own workers comp insurance, and then I hire them as an employee for the project, I can't 1099 them.
