Depending on the quality of your subsurface I'm not sure the product thickness matters as much as the finish (and abuse).

Maybe a house needs repairs, maybe kids who inherited their parents house don't want to clean it out, paint it, fix it up etc and just want to be done with the property.Maybe a seller is distressed and needs to close quickly so that they don't end up with bad credit or a foreclosure on their name.Maybe someone doesn't have the capital to , or is unable to take the risk to develop or upgrade a property.Maybe a seller doesn't want to mess with tenants, or wants to sell quickly to get away from an abused spouse, or maybe someone wants to retire and just wants to sell a rental property and collect a stream of payments.There are a billion reasons to buy and to sell. 

The last thing you want, is to find yourself trying to explain or defend some sexual harassment complaint/allegation -- however you try to, it just comes out wrong. 

For example, they say no but you ask "what if I build a bus stop (bench, sign, some shade) in front of my building."

Why not just rent a billboard, buy a bus stop ad, put your ad on a city bus, or buy a T-Shirt and wear it out in public, like at the box stores.

As far as worst by resident abuse.

The direct guideline is stated below out of HUD 4155.1 however they are very much against the few exceptions to be abused to gain investment property also copied below.

We usually give the benefit of the doubt but some will abuse..An attorney told me once a tenant is 30 days past due it's difficult to catch up so immediately start the process...Of course every scenario different..if they got 30 behind..60/90/etc...impossible...

There are also updates as mentioned regarding "abandoned property protocol" and the domestic abuse protections it requires specific language.

Some states will require a judicial foreclosure at a stated equity amount, like 10%.The CFD is one of the most abused transactions in RE, insurance can be a problem if not set up properly and loss interests assigned, rare to find in the old boiler plate forms.
