Let’s suppose you work at the bread factory.

Since the economy is not tied to factories, industry, or business cycles, the economy is good in central PA. 

OK, there is a downturn in the economy, a nearby factory shuts down and you've got 4 families that didn't make their payment. 

An additional factor I would like to consider in my relocation decision is the potential I will have to build wealth through buying and renting out houses.

Invest in those factories in Asia -- higher risk, higher reward in times of downturn.

While cap rates (like comps) are interesting, I generally do not use them as go / no go for making a purchase decisions.The determining factor is what options the property presents in relation to your particular investing strategy that will allow for forced appreciation and increased NOI.Best of luck,John

I am a factory worker 10 years.

The one equalizing factor is TIME.  

One key factor is were all parties involved notified of the sale and is there proof that this was done.
