Remove and replace any saturated flooring and subfloor, use enzyme solution in areas you are not removing, use an ozone machine liberally, and Kilz any remaining subfloor before replacing.

Kind of running in circles on this dilemma and would love to get your opinion on this.When using @Michael Blank 's calculator (which is a state of the art weapon) i see the "deposit to replacement reserve" line item in the EXPENSES box, but there is no CAPEX line item.

I know where I live in LA, There are two OZ's right next to each other: one over Skid Row, one of the lowest-income streets in the US, and one over The Arts District which has been gentrifying for the past 5 years and now has million dollar condos on every street corner.

Koreatown is a great example as you mentioned, as well as the Arts District, directly south-east, which became the migration area after Koreatown became overpriced.
