Looking to purchase in the 32208, 32209, 32206, or 32254 area, just wanted to ask for those who are familiar with that area or perhaps work in those zip codes.

The 19134 zip code and other parts of North and West Philly offer properties at very affordable prices, but may have more challenges with tenant quality and vacancy rates.

This is generally code for they invested $25k in a sponsor's project among a few million dollars of syndicated preferred equity capital and it generally is in some type of hoped-for reposition project. 

Not sure what state you are, but here your lease wouldn't be "void"  Anything that conflicts with the code would be (landlord-tenant code supersedes leases in DE anyway)I would just say you had them sign an older version of your lease in error and need them on the current one.

I don't know, but I trust the CPAs I have spoken with to interpret the code, and apply it how the feel would stand up in an audit.

Two - In my due diligence, it looks like the only real option to make this unit legal is a special permit and variance, therefore, causing me to update the whole building with sprinklers, fire alarm, and meeting stretch code (certainly not enough meat on the bone for this route).
