I am not familiar with how HELOCs work but they declined me saying my DTI is too high.  

I'm looking at a duplex and the owner offered owner financing on it, asking 10% ($34.9k) of the asking price ($349k).

Would be curios if folks have also just included the cost of utilities at this price and left it unpermitted.

The $40 000 USD price tag was not worth what we were given.
