We have encountered companies which will not underwrite knob-and-tube or aluminium wiring {which can be perfectly safe}, but never one that refused paper/fabric-covered wiring.What does your insurer classify as "fabric/cloth covered wiring" {I cannot really see the pictures closely enough).

@Kay FerdousWith that vintage of building, your wiring should still be copper, but could be aluminium - your building inspection would confirm.  

Save up the 3% or whatever you need as a downpayment (or ask for a gift from family members that want to see you get ahead), and make an offer that has the seller cover your closing costs.
