Options are assumed to be a purchase arrangement if certain conditions are not met, the IRS and accounting requirements look more to the intent than to terms, so you must clearly state the intent of an option to avoid that recognition

Perhaps the easiest way to avoid FIRPTA withholding is by making sure you do 1031 exchanges whenever you sell,  the  non-recognition of gain offered by the 1031 releases you from the requirements of FIRPTA.
