In my area, most agreements state that the closing costs are split equally between buyer and seller, but sometimes one party will pay everything. 

How much are they charging...Move-in fees can not equal to or exceed half of the rent. 

The problem with dividing the water bill up equally is some tenants will fight that saying other tenants are consuming more water then they are.

But 4th, 5th, 6th, 7th, if done right, showing me serious, dedicated, INVESTED, well I think that would turn the tides and at some point I'd gain enough belief and respect for the effort, I'd give em a crack. 

In most municipalities you will still be required to pay transfer taxes equal to the properties assessed value even if the property is transferred for a nominal amount plus deed prep and recording fees.

Most investors who form Wyoming LLC's do so with the belief anonymity= liability protection.
