If possible find the larger companies, my current and former company both have more than 1000 employees and have been operating for decades in this market.

Where I got confused is that this particular tax sale has been postponed for over a decade (due to owner filing numerous BK's, our foreclosure included), and from the dozens of docket entries appeared to be a judicial sale that I'm familiar with.   

A multi decade already approved development effort.  

Track used to be good a decade ago maybe, they haven't kept up..

my clients that i have funded for a few decades who buy this stuff.its the same thing fico is run but the number does not matter when they are working in a state were the average fico is 600 and so you can imagine what the fico is in the C and D..
