So ideally I would keep the energy creation meter in my name and the energy consumption meter would be in my tenants name.If that doesn't work, my thought is to keep the energy bill in my name and then charge my tenants for the energy consumed every month, while taking the energy produced as cash flow. 

I am in a vulnerable position with the tenants using the electricity without the fear of the consequences of high energy consumption.

Meet the tenant, interview them, see who tags along, did he/she respect the appointment time, did the park appropriately/respectful to neighbors, did they smell of smoke/alcohol/etc.2. 

This is a great idea as buildings account for 39% of US energy consumption every year and 38% of US CO2 emissions, more than any sector.

If she did that, and still wanted to live there (me paying her power consumption) I could get WE energies to pull the meter.Once I transfer the service back into my name- WE energies will put the meter back and I will start fresh.

In order to get the 15 minute updates you have to have the meter attached to a Home Area Network (HAN), aka wifi, which will allow you to connect the meter to the website and the Nest thermostats and the Keen air vents, and smart lighting to lower our power consumption.

It is like saying the solution to alcoholism is prohibition.

The bill states a time frame for it being imposed, that is a measure called Public COnsumption, which is a political move on when you know the public could oppose something in it's entirety, make it appear in smaller portion, or lessor effect, to get it into law and then down the road simply expand upon it. 

My dad was an alcoholic and my mom was abusive.

Their model was to match the monthly payment with existing usage and build a system that netted down to zero consumption cost from the power company.
