Maybe, Kevin Brady does not own his own home or Investment properties, like the Clinton's and Obama's, until after they left the Presidentcy.

I am unfamiliar with the 2018 Obama addition. 

Trump just struck down a rule from the end of the Obama years --- the Affirmatively Furthering Affordable Housing Rule. 

He could legislate much like he did with Obama from 2008-2016, or he could be pushed left and legislate for lower rents.
