Here's the information I have on it:PROPERTY SUBJECT TO INHERITANCE TAX All real property and all tangible personal property of a resident decedent, including but not limited to cash, automobiles, furniture, antiques, jewelry, etc., located in Pennsylvania at the time of the decedent’s death is taxable.

They were red clay with an antiqued white paint looking coating...painted in mexico not on the house  because rhe mortar wasnt painted.

The Land is a cabin next door to his home, an antique shop that does not have a shop on it for years, hunting land, and vacant land.

I would start by cleaning up the yard, getting rid of those cords, straighten up the window treatments, replace the antique looking ceiling fan, and cleaning the dirty carpet.  

They discarded my contemporary style light, which was a match for the light in an adjacent room and they installed an "antique style" of their choice.  

Recently picked up a "hoarder house" from a tax sale and pulled out a couple of vintage sewing machines and an antique chest patented in the 1800s. 

Personal property like a Car, TV, shoes, etc. will always fall in price because of Depreciation unless it's antique.

You could however, buy some of his "antique" furniture for $5k.....but you might have to justify it if it ever came out, and I am not suggesting that you do that.
