The foundation was already approved, permitted and finaled years ago for a 3400 sf house, and its solid and I won't be building directly on the overhang edge; but rather back away from the edge a few feet to prevent any load issues all the weight will be on the longer sides of the existing footing.

That's just wasting time and energy right now. 

We got lucky the county picked up the waste dump pickup and dump fees.

Don't spend time looking for something that doesn't exist. also in the US you cannot sue the police.. unless its a direct assault on your person. your wasting your time.. 

I would not waste my time with what was being smoked or how I learned of the violation.

If land values are increasing significantly, you can back-end load the seller financing for a percentage of the profit when you sell.To add to prior comment, how many septic tanks do you have?
