@Frankie Torres I haven't looked at the laws intensely but my understanding is that a fence would be legal in every state similar to how you can fence off an area for a dog kennel or vegetable garden.

You can also try using salt water on the vegetation, but this would kill everything it comes into contact with and I'm not sure that is the outcome you're looking for.
