You can buy great looking laminate at $1-2sqft at Lowes, plus underlayment (definitely install underlayment/vapor barrier, it helps with the water problem and also helps the floor absorb minor leveling imperfections).   

Recommend professional evaluation and repair which may include perimeter drainage and sump pump, sealing the gaps around the main drain, and adding New Vapor barrier and insulation.

If you take 2005's M-3 compare it against the true capital, there is a multiple of 33 to 1 of "vapor paper" to real money.

It went from "vapor" to "paper" now back to "vapor".

Managing water and water vapor is a huge part of home design and building science.

Remember bleach is corrosive , dont use it around metals , even the vapors will corrode metals.

We are deflating "Vapor" paper.

I prefer no padding under vinyl plank flooring, but some people will put a very think pad/vapor barrier underneath
