In CA currently only MF properties are rent controlled.

I have been reading many books on finances, rentals, and real estate and feel this is an area I can have more "control" over my investment rather than placing it all in my 401k and hoping for the best. 

Rent control laws in LA are a little scary to me.

What are some considerations in finding a provider that offers checkbook control?

I do know Walter and have known him for more than 25 years, he is upstanding and he is smarter than the average bear, he's in the deal to help people and I have learned an immense amount from him I am now 67 years old and I bought my very first home by having my parents cosign!
