I highly recommend a decoupling membrane, like Ditra.

We've had to re-sheath an entire house because the  particle board membrane could be pierced by poking your finger through it.3.) 

I can tell you on this property that it is older and the roof was replaced about 25 years ago, membrane.

Backerboard, lap the membrane, and install all white tile above the bull nose.

You may have to chase the leak several feet away at the membrane side from where its goes thru the roof structure point.  

If you go the tile route, I would add a waterproof membrane under the tile or something similar to the link below.
