I would expect it to read that when a tenant requests a repair, they are obligated to provide access.If that is the case, then I would send the tenant a polite, registered letter reminding him he is in breach of his obligations as tenant and informing him that if the behaviour continues you will have no alternative but to terminate the tenancy.Things should have not been allowed to get this stage and this tenant is likely beyond training.  

What they deem as appropriate behaviour is not appropriate for the average person which results in considerable property damage.

I didn't get past the first call before picking mine, as the Realtor I spoke with sounded like a wealth of knowledge mixed with incredible interpersonal and negotiation skills.

i just dont see any normal behaviour that exhibits a willingness to move on from their messes.

If this is a repeated behaviour, you need to take a different approach.
