My goal has been to borrow money for the rehab, rent it out to generate income for the Trust's beneficiaries, and then do a cash-out refi to recoup my down payment and any other out-of-pocket expenses.I believe there are limitations in an Irrevocable Trust, which would prevent me from simply deeding the property to myself or possibly even to an LLC if I create one, even if the end result is in pursuit of my fiduciary duties to the beneficiaries, as Trustee (i.e. making the home inhabitable and generating rental income for the beneficiaries).

In CA my understanding is I have the eradicate based on the warrant of inhabitability, but I can charge it back to the tenant if they are at fault.

That number is not realistic.To refinance the property and get cash out it needs to be completed as in everything done and inhabitable, unless you do a short term expensive hard money loan and then refinance later and pay the costs twice.

The City near where I live where I am looking to build goes by a code that only says the smallest inhabitable room (living or a bedroom) has to be at least 7' x 7'  which is pretty tiny!

If you calculate, Playa has 1 listing for 27 inhabitants whereby Tulum has 1 listing for 9 inhabitants so Tulum proportionately has 3 times more listings than Playa.
