There are reasons they don't or can't, often has to do with mental issues, personality disorders that also leads to unacceptable attitudes to those who do carry the water.Saying someone is able bodied is misleading as you can't see personality disorders that can be hidden easily during short meetings with someone.

It said that the landlord must make a resonable accomidation for people with such disabilities, and yes, depression and anxiery disorder is a mental disability.

Looked at the pics.I would power wash the sidewalk next to your building as well as the entrance and patio.They are real dirty and you can see algae growing on them.You can rent concrete pressure washer with a high PSI at Lowe's or Home Depot for cheap.Make sure you spend a little higher amount to get the high psi sprayer.Do Not use it on the house but concrete only as damage can occur.The houses use a lower psi sprayer than the concrete ones.I would say you are looking at identity disorder with this property.I get your story about it but what else is around it??

(not counting the renovation) I think it's tough to find a deal like this in Chicago on the North Side, where you can sleep peacefully at night and not worry about someone breaking in, or a drunk and disorderly, including being located in a highly rated school district...I understand appreciation, and gambling on neighborhood gentrification isn't a primary concern of mine, this is a risk-free, safe return play.
