If people want to wholesale they will need to get licensed and follow all the regulations in place for licensees.

You as a tenant can't be governed by rules that were written by a licensing body to govern their licensees. 

There are two licensees in California. 

As an agent, you can certainly still be an investor and look for land to buy, BUT your state likely has laws requiring you disclose that you are a licensee.

If so, then you do not need an attorney to evict as they are only a licensee, not a tenant, and can be removed.

This would lead to a lower number of licensees, and as the pool of available labor declines, average commission rates will actually rise. 

Like all income related to real estate sales, the payment is from broker to broker, and disseminated to the licensee under the terms of their independent contractor agreement.
