Reason being is that I'm not a US citizen and I do not live in the US. 

Because they're EU citizens, they can live and work anywhere in the EU.

In California and Florida there are two State run plans of last resort (Cal Fair and Citizens respectively) for the otherwise uninsurable; properties that private companies have already deemed too risky and are effectively subsidized by taxpayers.

I do not live in the US, and I'm not a citizen.

At the same time, they have heard from communities and citizens negatively impacted from STRs and want to "protect the sanctity and right of owners and residents" in their communities.
