You can file paperwork yourself or as others have stated, hire an attorney.Typically, you'll want to have a notarized affidavit filed or writ of possession issued and signed by a judge.This can vary from jurisdictions so if you are unfamiliar with how to move forward it may be best to consult legal counsel.Legal counsel will typically cost in the low thousands after filing fees, processing fees, attorney fees, court costs, etc.

The bill declares that: It shall be unlawful to terminate all tenancies based on a failure to pay rent.No court will award possession and no tenant will have violated the unlawful detainer law for failure to pay rent within ninety (90) days from the end of State of Emergency’s (the end is unknown and cannot be determined at this time).There shall be a blanket exemption for all tenants regardless of their employment status or financial ability to pay rent.Tenants who receive guaranteed government payment or rent subsidies can also stop paying rent.

There's no real right of possession for public property in any state that I know of, and in most places they can remove your items without compensation and forebidding their return.
